Description

NHS Arden and Greater East Midlands on behalf of NHS Milton Keynes CCG (the Commissioner) will be publishing a procurement opportunity for the provision of GP Services at Whitehouse Health Centre, Western Expansion, Milton Keynes, in late October/early November 2019.

This notice is subsequent to PIN (2019/S 099-240811) dated 18th April which informed the market of the opportunity and requested market input to support the development of the Commissioner's proposals. Following that engagement exercise, changes have been made to the scope of the procurement which are set out in this notice. Providers are requested to indicate if they would be interesting in bidding for the opportunity and identify any likely barriers to their participation. This information will be kept confidential and considered prior to publishing ITT documentation.

An expression of interest in this PIN will not automatically entitle involvement in any future procurement exercise. The subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement when published.

This is a new-build healthcare facility which will support the CCG's primary care vision of place based care for total population health management and enable primary care to work at scale across the STP. The services must be GP led and provided by GPs, nurses and other clinical professionals or healthcare workers.

As this is a new service the patient list will be starting from zero, but it is estimated the list size will grow to approximately 12,000 over the duration of the contract.

The Practice will operate for core hours only - i.e. 8.00 a.m. to 6.30 p.m. Monday to Friday, excluding Bank Holidays.

The contract duration will be for an initial 8 year term with an option to extend for a further two years in annual increments. The maximum contract duration is 10 years.

The premises will be purpose built and the GP practice will initially be located on the ground floor, with space available on the first floor during the contract term as the list size grows. There will be 11 consulting rooms and 2 treatment rooms available in total to the Provider. Space within the building will be leased to other providers.

All fixtures, fittings and an IT system will be supplied but the successful provider will be responsible for fitting out the Practice (furniture and medical equipment) and a set-up fund of £100,000 maximum (first year only) will be made available by the Commissioner to do this.

The contract is expected to be awarded in February 2020. The building will be completed in early April and the Services are due to commence 1st July 2020.

Payment will be made on the basis of Global Sum plus 20% APMS premium per weighted patient for the first five years and then Global Sum plus 10% APMS premium per weighted patient for the remaining term. The first two years' payment will be guaranteed at a minimum of 2022 weighted patients for the first year and 3039 weighted patients for the second year. Any additional patients will be paid for at the Global Sum plus 20% rate. Year 3 onwards will be paid at actual weighted patient list size.
