Description

Birmingham City Council has a duty to inspect and test any Hackney Carriage Vehicle or Private Hire Vehicle within the boundary area of the Council prior to licensing the vehicles to be used as taxis. It is a requirement that Licensed Hackney Carriage and Private Hire vehicles meet the Council Standards on safety, are fit for purpose and are roadworthy in order to meet high quality standards.

The Council wishes to appoint a number of Vehicle Testing Stations within the Birmingham boundaries to undertake MOT testing and re-tests as specified by the Driver and Vehicle Standards Agency (DVSA) and appropriate legislation. In addition, the successful Vehicle Testing Stations will be required to undertake a supplementary test which ensures licensed vehicles meet the Council's standards. The successful Vehicle Testing Stations will be undertaking tests on behalf of the Council; therefore the Council expects high standards of service and rigorous compliance to the testing standards.

The Contract duration will be for 3 years with an option to extend for a further 12 months. The Council will appoint a number of Providers of Vehicle Testing Stations to this agreement that adequately provide sufficient coverage in the Birmingham area and to provide sufficient capacity for the number of tests required.

BCC will be using its e-tendering system (in-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest.
