Description

The Council wishes to establish a contract for the provision of Home Support for Adults in Prison at HMP Birmingham.

There is a requirement for the delivery of care and support for service users in HMP Birmingham. The contract will support service users to achieve their identified outcomes in order to improve their independence and ability to self-manage and to achieve and maintain their desired potential in relation to their physical, intellectual, emotional and social capacity.

The Provider shall ensure that by providing the Service it achieves the aims and objectives of the Service:

o to enhance the quality of life for people in Prisons with unmet, eligible adult social care needs;
o delaying and reducing the need for Care and support in association with appropriate agencies;
o ensuring people in Prisons have a positive experience of Care;
o Safeguarding adults whose circumstances make them vulnerable and protecting them from avoidable harm (as set out in The Care Act);
o to improve and maintain individuals' health and wellbeing through increased independence, choice, control, dignity and quality of life;
o promotion of independence, and enabling the person to be an active member of society;
o to provide a person-centred service, responsive to the needs and circumstances of individuals;
o to help maximise independence after illness or disability through working within a rehabilitation, reablement and enablement philosophy;
o to provide a high-quality Service in terms of access, the individuals' experience and outcomes based on evidence of effectiveness;
o increased levels of Service User satisfaction, enabling Service Users to have a real say in how support and services will be developed in the future, ensuring that people are at the heart of any decision that affects their life;
o provision of clear information so that people can make informed choices.

The Contract will last for 5 years (unless terminated under the terms and conditions of contract) commencing 1st March 2022.
