Description

Cambridgeshire County Council (CCC) (The "Authority") wishes to invite Tenders to appoint a Strategic Investment Consultant to support the initial development of our acquisitions and investments portfolio in supporting the implementation of CCC's commercial investment strategy as set out in the Specification. The successful Potential Provider(s) will be responsible for providing this service and liaising closely with the Contract Manager identified by the Authority. Cambridgeshire County Council (CCC) are in the process of developing a new Commercial Strategy (the 'Strategy') for 2019-2021 to set out CCC's strategic approach to commercial activity within the Council. Through this strategy, CCC is signaling an intention - driven by necessity - to enter a new phase of enterprise, investment and commercial growth. We will work with partners who share our ambition and values and we shall continue to put the best interests of Cambridgeshire residents at the heart of everything we do. The Strategy sets out three commercial themes which will be prioritised during this period;
 Contract management, market shaping and procurement
 Contribution and funding
 Acquisitions and investment

Under the Acquisitions and Investment theme, the Strategy states that all investment decisions should focus on achieving at least one of the following;
• Increase number and type revenue generation/ invest to earn investments - for example investment in land and property development, rental property, renewables, schemes that grow Council's business rates income, or proposals to enable existing revenue streams to be maintained longer into the future.
• Invest to save - for example, proposals to introduce new technologies, which reduce, demand and spend on Council services.
• Invest for social value - for example, proposals that will bring collective benefit to a community.
This will be done through;
• Acquiring investments that provide long term returns to support the delivery of the Council's desired outcomes;
• Creating a portfolio that balances risk and rewards that are aligned to the Council's risk appetite; ensuring the portfolio is diverse through avoiding sector and geographical concentration risks
• Developing a portfolio that yields a stable income stream for the Council;
• Making investments in assets that seek to protect the capital invested;
• Establishing a diverse portfolio that spreads risk by avoiding sector and geographical concentration risks
