Description
Penmount Crematorium, owned and operated by Cornwall Council, on the outskirts of Truro, seeks to engage a suitably qualified and experienced contractor, under a 4 year framework agreement, to undertake annual emissions testing and other technical support, as may be necessary.
The appointed contractor will be expected to provide the necessary level of service within an indicative total budgetary figure of £30K, covering the proposed duration of the framework agreement.
The framework agreement duration will be for a maximum period of 4 years commencing from September 1st, 2015 to 31st, August, 2019 and will primarily require an allocation of 3 working days to be set aside for the purposes of the annual emissions testing requirements and associated technical support on mutually acceptable dates.
One working day is considered to be seven and a half hours (i.e. 7 hours and 30 minutes or 7.5 hours).
Due to the nature of the programme, the exact hours and days worked can be flexible and could include some evenings and weekends to help minimise travel and accommodation costs, for example.
The emissions testing is an annual requirement, normally required around December each year, and any consultation and technical support would be required on an as and when required basis.
Technical advice would be likely to encompass the following main areas of expertise:
Cremator and abatement plant operation and performance;
Helping to ensure the Council continues to comply with current and future environmental legislation;
Advice and technical support on any other environmental or energy related matters, such as plant running costs.
As a guide, the Council would not normally anticipate requiring more than 5 man days on site per annum, which would include the annual emissions testing work. That said the Council does not bind itself to guaranteeing that any additional days may be required over and above the standard amount likely to be required for just the annual emissions testing requirements.
The work required would usually be planned in advance with the provider on mutually convenient dates but there may be occasions when more urgent assistance is required on site, thus we require you to additionally provide an indication of your 'rapid response time', from your nearest service base point, and any additional costs that premium service may incur, if required.
