Description
Leicestershire County Council invites you to bids for the provision of Domestic Abuse Perpetrator Early Interventions Service.
The service is intended to deliver an innovative response to tackling domestic abuse, working directly with those who use harmful or abusive behaviours in their intimate relationships. The focus will be on targeting those individuals demonstrating some level of risky behaviour within their intimate relationships and offering domestic abuse awareness raising with the aim of addressing abusive behaviour before it becomes entrenched.
The overall aim of the service is to improve the safety, health and well-being of partners, ex-partners, children and themselves. The project is not a full longer-term behaviour change programme for high harm/high risk perpetrators. It is anticipated that individuals benefitting from the project will be first time offenders and/or those who do not yet recognise their harmful behaviours and the impact on their partners, or those not willing/able to engage in a longer-term programme.
The service should be delivered by specialists trained in the field and it is expected that the project/provider has achieved Respect Accreditation. The project is likely to be delivered as a group-work programme but could be delivered 1-2-1. The setup of this service is expected to establish strong working links with other local domestic and sexual violence and abuse services, and where appropriate make referrals to additional/further support opportunities.
The service contract will commence on 01 December 2022 for an initial period of 2 years with an option to extend for a further period up to a total of 12 months, taking the contract term to a maximum of 3 years. Any extension(s) will be at a sole discretion of the Council and subject to funding and overall contract performance.
The initial maximum contract value is £50,000.00 per annum (£150,000.00 for the maximum of 3 years). This could alter through the life of the contract in light of changes in future local and central government funding.
