Description

InfraCo Africa seeks to alleviate poverty by mobilising investment into sub-Saharan infrastructure projects: it does this by funding teams of experienced project developers or by investing directly into projects which need the financial commitment and leverage that InfraCo Africa can bring.

InfraCo Africa is procuring developer services for sub-Saharan projects where the local project partner does not have the resource or experience to act as the lead developer. Developers will be expected to undertake the activities necessary to originate and progress an infrastructure project as set out in the Procurement Documents. For the avoidance of doubt, it is expected that successful developers will be able to provide services in Sub-Saharan Africa. InfraCo Africa is looking to award up to two contracts. Each contract will allocate up to USD $15 million to each successful Applicant, to cover third party project costs and developer time on approved projects, over a four year period (with possible extensions as set out in the Procurement Documents).

On November 21st 2016, InfraCo Africa launched its 2016/17 Developer Services Procurement (OJEU publication number 2016/S 226-411718). InfraCo Africa is voluntarily choosing to follow a procurement process based on the Competitive Procedure with Negotiation for award of a public contract, as set out within the UK Public Contracts Regulations 2015. The procurement will comprise two stages: stage 1, the Developer Services Selection Questionnaire (DSSQ); and stage 2, the Tender as set out in the Procurement Documents. Stage 1 will be used to shortlist 10 potential Applicants to go through to Stage 2. Please see the DSSQ and Procurement Documents for further details. Following evaluation of Applicants' Initial Tenders at Stage 2, InfraCo Africa may either award the Contract to the Applicants offering the most economically advantageous tender at that Stage without entering into negotiations, or choose to negotiate in accordance with the UK Procurement Guidelines and procedure as set out in the Procedure Documents. It is anticipated that contracts will be awarded in July 2017 and work commence under the new contracts in August.

The information relating to the nature and scope of the services to be provided under the developer services contract(s) and indication of InfraCo Africa's minimum needs and requirements are set out in the Procurement Documents. The contract will be awarded in US$ and tenders should be submitted in US$, however the contract value set out in this notice is provided in GBP and so subject to fluctuating exchange rates. The maximum value of this Procurement Exercise, as set out in this notice is the combined value of up to US$30m (equivalent to £24m on 23.11.2016) if InfraCo Africa chooses to award two developer service contracts. For the avoidance of doubt, if only one contract is awarded, the maximum value of a contract will be up to USD $15m
