Description
The Commission is seeking to engage a suitably qualified and experienced Contractor to provide licensing and support services for its finance systems. Services will include and not be limited to software training, best practice advice and guidance about upgrading and patching. The Contractor will also source software patches and provide timely notifications regarding systems' maintenance. Support extends to the Commission's in-house ICT Service Desk acting as a second and third line support service. Consequently the Contractor can expect to have contact with the Commission's IT department as well as the Finance department's users.

The COVID-19 outbreak has given rise to an urgent need to provide support and licensing to its Finance systems to ensure business continuity. This does not give the Commission sufficient time to comply with the standard open procedure timescales for this procurement. The Commission considers this to be a state of urgency which it has duly substantiated. Accordingly the Commission is using accelerated time limits permitted under the Public Contracts Regulations 2015 (regulation 27(5) for the open procedure in respect of this procurement.
