Procedure type

Open procedure (above threshold)

Any interested supplier may submit a tender in response to an opportunity notice.

This procedure can be used for procurements above the relevant contract value threshold.

This is an accelerated procedure.

Justification

The Covid-19 outbreak has given rise to an\r

urgent need for the supply of hydrocortisone injection because\r

the Authority needs to be in a position to\r

treat the population as required. This does\r

not give the Authority sufficient time to\r

comply with the standard open procedure\r

time scales for this procurement. The\r

Authority considers this to be a state of\r

urgency which it has duly substantiated.\r

Accordingly, the Authority is using the\r

accelerated time limits permitted under the\r

Public Contract Regulations 2015\r

(Regulation 27(5) for the open procedure)\r

in respect of this procurement.

Contract is suitable for SMEs?

This procurement exercise may result in one or more contracts for the provision of hydrocortisone sodium succinate 100mg powder for solution for injection vials or hydrocortisone sodium succinate 100mg powder and solvent for solution for injection vials. The approximate volumes required by the Authority are up to 450,000 vials. The award of lots is not appropriate to this procurement as the requirement is for specific medicines.
