CONTRACT AWARD NOTICE - PREHABILITATION FOR SURGERY SERVICE (PILOT) FOR LEICESTERSHIRE CCG'S
This is a Contract award notice to inform the market of the CCGs' commissioning decision in relation to this service. This is not a call for competition.
NHS Leicester City Clinical Commissioning Group (CCG) have commissioned a multimodal prehabilitation for surgery service on behalf of the three CCG's: Leicester City CCG, West Leicestershire CCG and East Leicestershire & Rutland CCG.
The service has been commissioned as a pilot for 1 year with the possibility of a 1-year extension from the 2nd October to 30th September 2020, the contract value is £330,000.
As part of the multimodal prehabilitation for surgery pilot service provision there will be a supervised exercise programme. The project aims to deliver 300 patient episodes potentially over the lifetime of the service for patients in Leicester, Leicestershire and Rutland (LLR) undergoing major surgery, at locations convenient for patients across LLR.
The terms and conditions of all the services, including tariff arrangements reflect those contained in the NHS England Standard Short form contract.
After deliberation at CCG Board Level, the Commissioners concluded, due to this being a pilot, that the incumbent provider was best suited in the local healthcare economy to deliver the service with its elements to determine the cohort of patients to be eligible to benefit from the service and the required ongoing clinical assessment of the patients.
The provider may deliver part of the exercise programmes in some locations themselves but has agreed to endeavour to liaise with other local providers to deliver the service in the LLR community and in non-hospital settings. Therefore, this approach will ensure competition and access to the service to providers in this area, whilst maintaining patient continuity and safety as well as appropriate overall management and oversight of the service pilot. This complies with Regulation 32 of the Procurement Contract Regulations 2015.

NOTES
"Light Touch Regime" services
This procurement is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations.
The procedure which the contracting authorities are following is set out in the tender. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.
Right to Cancel
The contracting authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract or contracts, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary. The contracting authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed.
