Description

Replacement of Satellite based oil spill and vessel detection service which will no longer be accessible to the MCA once, due to Brexit, we loose accessto EMSA SafeSeaNet Ecosystem Graphical User Interfaceand CleanSeaNet service.Utilising Satellite information for marine pollution identification incorporates three elements:1.Image visualisation2.Image analysis and generation of alert notification and report3.Pollution source identification via historic vessel position data investigation Element 1 -Following 'Proof of concept' work (funded by HMT Brexit contingency funding) the MCA have developed a mechanism of visualising satellite imagery within the existing MCA maritime domain awareness software known as C-Scope. No further work is requiredfor this aspect. This will require the procurement of satellite imagery which can be delivered into C-Scope within Near Real Time (NRT means within 45mins of the satellite image being acquired). The requirement will be for the provision of 60 satellite images per month for the duration of the contract (2years).Element 2 -Image analysis and generation of an alert notification and analysis report. This was also delivered as part of the 'proof of concept' work. The alert notification and analysis report need to be delivered within NRT.
Element 3 -pollution source identification utilising historic vessel position data (AIS data). The 'proof of concept' work highlighted further work was required to improve this element.The original service provider utilised for the proof of concept work was the existing MCA maritime domain awareness system provider, as there is a need to incorporate the satellite imagery into existing HM Coastguard systems. The further development work will require the completion of development work on a C-Scope Traffic Analysis (CSTA) tool, which is an online, web-based tool, used to determine the potential source of any satellite detection.
