Description

Invitations to tender are sought from companies who can demonstrate that they are experienced in supplying and maintaining town centre CCTV schemes. This will be a 3-year contract with the option of a 2-year extension. However, it is also possible for the contract to end earlier if the need was present, aligning to contractual annual KPI periods.
Technical Specification
The Contractor is required to supply and install 5 column mounted PTZ (Point/Tilt/Zoom) CCTV cameras in the locations/anchor points as per Technical Specification provided by Rochford District Council. Each camera would be subject of a 3-year warranty with a life expectancy of up to 7 years. Connection will be via wi-fi (with the addition of a wi-fi "hop" to ensure line of sight connectivity between the cameras) with a fibre feed to the monitoring station. CCTV cameras must have enhanced recording capacity with the ability to provide court admissible quality recording. Compliance with the requirements of the Surveillance Camera Commissioner, Data Protection Act 2018, Information Commissioners Office and GDPR must be assured.
Provision for mobile cameras either as part of the static installation offer or as an addition, plus any additional maintenance costs i.e., call-out rates, travel charges, etc (not covered by contract price) will also be required.
The Contract shall include the programmed preventative maintenance and fault repair of all cameras in the Town Centre. The Contractor shall also carry out programmed preventative maintenance in accordance with the proposed schedule of works submitted by the Contractor.
Prospective contractors to meet with Rayleigh Town Council Community Safety Working group. All tender bids will be assessed by RDC as part of the procurement process.

Rayleigh Town Council invite tenders for the supply, associated infrastructure, installation, maintenance, and 24/7 monitoring service of static CCTV cameras, providing surveillance within its administrative boundaries specifically in the Town Centre.
Crime statistics have indicated elevated levels of recorded offences in Rayleigh may benefit from the installation of CCTV as a crime reduction and crime detection tool, in addition to benefits linked to public perceptions of safety.
