Description

As of 6th April 2015, the Care Quality Commission (CQC) has had a statutory duty to operate a market oversight scheme to assess the financial sustainability of the most difficult to replace providers of Adult Social Care (ASC). The purpose of the scheme is to protect people using care services and their families and carers from the anxiety and distress that may be caused by the failure of a major care provider and to minimise any disruption to their care. We do this by monitoring the performance and finances of the most significant social care providers in England and will give Local Authorities an early warning where we think one of these is at risk of failure and the delivery of services is going to be affected.

The Scheme will identify where failure is likely, allowing the right people (providers, shareholders, lenders and other stakeholders) to take the right action to potentially avoid failure and to support Local Authorities to plan in case failure does happen.

The purpose of the future procurement is to establish a framework of 6 contractors who may be requested to provide external expertise, when required, for the following types of service:

1. Independent Business Reviews;
2. Consultancy service to supplement the skills of the Market Oversight Team;
3. Potential secondments into the CQC Market Oversight Team; and
4. Training relating to Continuing Professional Development (CPD).
