Description

NHS England & NHS Improvements South East seeks bids from providers who have the capability to deliver a Health Needs Assessment (HNA) for those in adult secure prisons in the Isle of Wight (HMP Isle of Wight)

The health needs assessments will explore the following:

• To describe HMP Isle of Wight and its population, with separate consideration of the two sites, Albany and Parkhurst.
• To describe current health service provision utilised by HMP Isle of Wight (internal and external) and wider health promotion activity e.g. Stop Smoking Services, Healthy Eating, and Physical Activity etc.
• To investigate the full range of health needs and report on the epidemiology of health problems experienced by the men in both parts of the establishment compared to the general population and compared to offenders in similar establishments, with a specific focus on key health conditions within each prison. This will be determined from the data but likely to include: communicable disease (Sexually Transmitted Illnesses, TB, Hepatitis, HIV), coronary heart disease and mental health (cross referencing with sections below).
• Conduct a gap analysis between current service provision, needs of the population, best practice, effective interventions and national care standards.
• Identify and report on organisational barriers to the delivery of current/proposed models of care.
• To obtain user and staff perceptions on current service provision and how services can be improved, and explore and report on the attitudes towards the delivery and effectiveness of healthcare in each setting through interviews with prison staff, service users, internal/external service providers and where possible carers, families and advocates
• To use robust research methodology, including statistical modelling and analysis to compare the health of those in prison with sensible comparator groups in the community and in other establishments.
• Consider equality of healthcare services access and provision, in relation to core equality strands (e.g. race, disability, age, religion, and sexual orientation) and complete a full Equality Impact Assessment.
• To make recommendations on future service developments.
• Review the staffing profile against need, business continuity, recruitment and retention and resources.

As a result of the procurement, a single contract will be let to deliver one HNA, with a maximum total contract value of £12,500 inclusive of any applicable VAT.

The HNA will be undertaken over a period of 3 months. The start date will be on the date of entering the contract and end 3 months from that date

The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
