Description
This project will strengthen the administrative and managerial capacity of the National Bank of Moldova (NBM) accordingly, helping it to better exercise its powers to regulate financial markets and supervise elements of the non-banking sector (among other issues). The main goal of the project is creation of institutional capacity to design/implement management and leadership courses for mid-level management of the NBM including female staff (representatives of vulnerable groups, e.g. persons with disabilities, will be included if relevant). Under this project, NBM trainers will be trained and the internal training unit strengthened through a Learning & Development programme, which will be elaborated in coordination with the NBM. It will include training programmes, materials, and technical assistance, including developing and delivering the first training workshop for NBM mid-level managers.
The main problem that the project is focused on is the lack of institutional capacity of the NBM to conduct regular internal trainings, especially for mid-level managers of the NBM, which are important for their professional development and for the overall institutional sustainability of the NBM. Solving this will require improved strategic planning, team leadership, change management, corporate culture and staff motivation. The quality of the NBM staff underpins its institutional strength and is a key factor in the quality and depth of the NBM as a financial market regulator, which may include regulatory powers over the non-banking sector depending on ongoing negotiations with the IMF. Improving the quality of middle management of the NBM leads to better policies, governance and supervision, increased efficiency in the provision of services, better financial stability and economic growth.
The project will be implemented in two phases: (1) the first phase will be dedicated to conducting training needs assessment and elaboration of Learning and Development (L&D) programme for training of the NBM trainers from the internal training unit and of mid-level managers and (2) during the second phase, the internal capacity of the NBM training unit as a mechanism for continuing education will be strengthened, and the L&D programme will be delivered and piloted.
