Description

The Council-owned One City Park site is an important strategic site in Bradford City Centre with an area of 0.39ha (0.96 acres) and occupies a key location overlooking the Grade 1 Listed City Hall and the award winning City Park (a site plan and further information will be provided in the Memorandum of Information).

Outline planning permission was previously granted in December 2014 for up to 93,000sq.ft of Grade A office accommodation on the site but although this permission has now lapsed, the design and access statement for this expired outline permission included acceptable details of the planning design review panel that was undertaken at the time and will be provided for information purposes in the procurement documents.

The Council is now seeking to procure a suitably qualified partner (or consortium), through a competitive dialogue procurement procedure, to deliver a minimum of 8,500 sq/m of commercial accommodation including no less than 4,520 sq/m NIA of Grade A office floor space. The remaining commercial accommodation may be made up of further Grade A office space or other appropriate commercial uses that will enhance the development's contribution to the City Centre and/or contribute to the overall viability of the scheme.

The Council is looking for a partner which is able to take an innovative and risk-sharing approach to meet its objectives, with an established track record in delivering similar projects. The Council intends to dialogue with the short listed participants in order to minimise the public sector's financial contribution to deliver the project.

The estimated value range is subject to the quantum and scale of development which forms part of the works. Due to the type of development, this opportunity is not suitable for division into lots.
