Description

For both islands, Anguilla and Diego Garcia, two sets of high-resolution WorldView Satellite Data are required. Please see the shapefiles (included within the Bidder Pack) for the two islands of the coverage required. The resolution should be less than 1m at a minimum.

The satellite imagery must have numerous bands of imagery, ideally 8, but at a minimum include
o Red
o Green
o Blue
o Near Infrared
o Shortwave Infrared

Although not required for shoreline extraction, Cefas will give preference if the supplier is able to provide an option to include a coastal band in addition, as this will open up scope for more in-depth analysis of shallow water should Cefas wish to carry this out.

It is Cefas' preference that all images are pan-sharpened. If this is not possible, please state within your tender submission. Please note that the panchromatic band must be provided alongside those specified above for Cefas to do this work if the supplier cannot.

The dates for the satellite data required are the following:

A mosaic of 5th January 2021 and 31st December 2020

Diego Garcia
3rd June 2024
29th January 2011

Reduction of any image overlap between data sets within the Orthomosaic, if possible, would be preferable.

If the supplier believes there are alternate dates for the years shown above with better resolution (i.e. less cloud cover, or for other reasons); then these would also be considered. Cefas would request that the supplier communicates this and creates a jpg. image of the alternative date, with reasoning as to why the change of date has occurred.

The imagery licence must be a group licence, or allow multiple owners (ie. Cefas and one other body for each country respectively), as a copy of the data will be given to the administrations for which Cefas are working on their behalf.

Any recommendations from the supplier on the image settings (such as on pixel values or atmospheric correction) that may help the purpose of this data (shoreline extraction and analysis year on year) will
be welcomed.
