Description

Options appraisal for Engineering Services
Telford and Wrekin Council is looking to procure experienced technical expertise with proven skills to undertake a service delivery review of its engineering services.
At present the Council has a team of existing design engineers which covers a number of services including geotechnics, drainage, highways, bridges, structures, design, and CDM principle design. The team are 'fee earning' whereby their salary, on costs and a fee are charged to internal and external clients .
The Council would like to review the current arrangements to assess whether it provides value for money. The options which should be considered include:
1.An in-house solution which can demonstrate value for money with recommendations as to how the external fee earning potential of the service could be increased and maximised.
2.A commissioned solution which has the potential to form part of the scope of the future highways contract. The current highways contract expires on 31 March 2019
3.A bespoke commissioned solution through an alternative procurement route not linked to the Highways contract.
The Council requires commercially focussed and financial expertise with experience of advising local authorities on complex local authority in-sourcing and out-sourcing projects for professional engineering type services. This is likely to be needed from January 2017 through to end of February 2017
