Description
Surrey County Council (SCC) has a vision for Extra Care Housing as part of the Council's Accommodation with Care & Support Strategy which is to work with the market to deliver accommodation with care and support across the county which is integrated into local communities, person centred, flexible and responsive to individual need, improves and maintains independence, enhances quality of life and improves outcomes. SCC is committed to enabling people to stay independent within their own homes for as long as possible. If the time comes when they need more help, to offer modern, purpose-built facilities that help older people retain their independence while offering flexible care and support arrangements to meet their needs.
Mitchison Court in Sunbury has been purpose built as Extra Care housing with self-contained accommodation (single and double occupancy units) under a variety of tenure options with care and support services based on site for those residents that require them. The successful provider will be required to deliver housing management, CQC registered care and support services and a 24 hour presence on site.
The current landlord for Mitchison Court is Notting Hill Housing Trust https://www.nhhg.org.uk/about/ a registered provider of social housing (RP code L0035). The extra care scheme has 39 one and two person units of which Spelthorne Borough Council, working with Surrey County Council, have nominations rights on all 39 units. The current delivery of extra care during the day (7am-9pm) across the 39 units is approximately 320 hours a week. At night (9pm-7am) there is a worker who supports all residents with any emergency situations, this service is provided as part of the tenancy agreement and is separate to the delivery of the care and support hours.
The successful provider will be required to meet the flexible changing needs of the individual tenants living within the 39 nominated units in Mitchison Court. Of the current hours provided, 200 are purchased through a 'block' contract arrangement by Surrey County Council adult social care commissioning team and currently 70 hours are purchased to meet assessed needs through 'spot' purchase by Surrey County Council social care teams. Currently 50 hours are privately purchased by individuals.
The duration of the Care Services Contract offered is a total of seven years made up of an initial three year term with the ability to extend the contract at the discretion of the Council for a maximum of two further periods of up to two years for each extension period.
In addition it should be noted that Notting Hill Housing Trust intends outsourcing their housing management service responsibilities including provision of maintenance services at Mitchison Court.
