Description

As part of a third phase of commissioning, in respect of the EU commission funded Birmingham & Solihull Youth Promise Plus (YPP) project, tenders are now invited for delivery of Specialist Intervention Worker services for NEETs. Within this service area, providers are required to recruit, employ, manage and deploy Intervention Workers who, on a case-loaded basis, will engage with, and provide holistic and tailored personal support to, NEET (Not Engaged in Education, Employment or Training) young people (15-29 year olds including both unemployed and economically inactive) with the specific aim of progressing them into positive outcomes including education, training ,work experience and ultimately sustainable employment.

Workers will be attached and embedded in a range of existing service access points and other suitable premises/locations appropriate to the specified target participant groups. Three specific contractual lots are set out in this phase of commissioning as follows:

• Services for those at risk of offending/re-offending (Lot 1.3)
• Services for those with Mental Health support needs (Lot 1.4a)
• Services for those with Learning Difficulties/ disabilities (Lot 1.4b)

The transfer of staff will take place by operation of law if the conditions in the Transfer of Undertakings(Protection of Employment) Regulations 2006 (TUPE) are satisfied. Staff liability will be provided in the series of Invitation to Tender documents.

Provisionally contracts are scheduled to commence from April 2017 and end in June 2018.
