Description
The Home Office wish to engage a supplier to develop an evidence-based toolkit that will break down cohorts of alcohol-related offenders, and looks at appropriate interventions for the whole spectrum - ranging from offending associated with binge drinking in the night-time economy through to the dependent drinkers with complex needs. This last cohort of individuals in particular is costly due to very frequent attendance at A&E, regular paramedic callouts, significant input from social workers, and a huge impact on police resources.
The overarching aim is to develop best practise within the Police Service. Which will hopefully contribute to reductions in the significant incidents of alcohol-related crime across a range of crime types. There will be limitations in what a toolkit can achieve. Some offender cohorts in scope - particularly dependent drinkers with complex needs - are resistant to engaging with interventions of more long term structured treatment regimes. Some areas do not have the treatment capacity for all those who may need it. However, one aspect of the project is to raise awareness quite broadly across frontline officers and encourage a longer term shift in culture to one that is more focused on the vulnerability of such groups rather than just the criminality and to break the cycle of offending and reoffending
The toolkit will need to be displayed in one format, so it is easy to access and be accessible to all Police forces. It will focus on interventions appropriate for the Police but reach other services
