Description
The tender is for the Whitehall systems O&M, which consist of a district heating system providing heating & hot water, a standby power system and service ducts.
District Heating System
4 x fuel fired boilers that provide heating and hot water to stakeholder buildings across Whitehall. The heating system is operated at 145 °C flow temperature and 10 bar pressure, feeding hot water to heat exchangers situated within individual buildings.
The system is operational between October and April with end users charged for supply in order to recoup the costs of operation.
Each boiler is rated at 5.5MW. Fuel oil consumption per boiler is approximately 1,080 litres/hr / 25,920 litres over a 24 hour period.
There are also two summer boilers that provide a GPA Client building with hot water requirements during the summer operational period (May to September). Each boiler is rated at 1.3MW.
There are four bulk storage holding tanks for fuel oil at the Whitehall Boiler System. The four tanks have the capability of holding 1,000,000 litres of fuel oil and are filled with HVO.
Whitehall Standby Distribution System (WSD)
WSD provides standby power to stakeholder buildings. There are four CAT, 2.5MW generators that solely provide standby power to stakeholder buildings across Whitehall.
There are a number of service ducts that house distribution pipework for the WBS and cabling associated with operation of the WSDS.
The provision of gas and electricity and associated energy services are out of scope.
The contract is for an initial 3 year term, with 2 x 1 year extension options.
GPA intends to use the CCS RM6264 Facilities Management and Workplace Services Dynamic Purchasing System (DPS) as a route to market.
