Description
NHS NEL Commissioning Support Unit on behalf of NHS Barnet, Camden, Enfield, Haringey and Islington Clinical Commissioning Groups (CCGs) in North and Central London (NCL), intends to invite applications from suitably experienced, qualified and registered providers of Termination of Pregnancy Services (TOPS).
The TOPS "Any Qualified Provider (AQP)" NHS framework, to which successful applicant providers will be appointed, to offer a choice of service provision to patients registered with GPs within the NCL coverage area of Barnet, Camden, Enfield, Haringey and Islington CCGs.
Service commencement is expected from 1st April 2018 for a 3-year period, which may be extended by the commissioners for up to a further 3 years. The framework will also be subject to a rolling 12-18 month renewal window, aimed at enabling new providers to join the framework. The AQP Framework will offer providers fixed rate tariffs and a share of local activity as determined through patient choice, with no guaranteed levels of activity or income.
The participating CCGs, through NEL Commissioning Support Unit will also be inviting bids to operate a Central Booking Service (CBS) as a supplementary lot to support a coordinated approach for patients accessing TOPS across North and Central London. The CBS Lot will be offered to one successful bidder.
The process to evaluate applications for Lot 1 - AQP framework for TOPS, will be a non-competitive assurance process; whilst the award of a contract for Lot 2 - CBS, will be determined through a competitive evaluation process.

Potential Bidders, intending to participate in the procurement process are invited to register an interest by emailing the buyer via nelcsu.clinical-procurement@nhs.net with 'PRJ 575 - AQP Termination of Pregnancy Services (TOPS) and Central Booking Service (CBS) for NCL' as the subject of the email.
The AQP tender documents will be subsequently issued on or after 18 December, 2017, via the e-Tendering Portal available at http://www.supplying2nhs.org/. Eligible Bidders are also advised to register on the portal, through which they will be notified and be able to access the procurement documents (Service specifications, supporting information, contractual terms and procurement applicant/bidder documents etc.).
