Description
As part of the NDPP, NHS England wishes to procure a Framework Agreement with 5 (five) providers who are able to provide, anywhere in England, up to 100,000 behavioural interventions aimed at preventing or delaying the onset of Type 2 diabetes in people with non-diabetic hyperglycaemia (or pre-diabetes) per annum for the initial period of the 3 year framework agreement. The Framework Agreement will include an option for it to be extended for a further 12 months in addition to the initial 3 year term upon review. It is anticipated that between them, the providers will deliver in the region of 100,000 behavioural interventions per annum. During the term, NHS England reserves the right, should funding become available, to increase the number of behavioural interventions per annum. The numbers of behavioural interventions may vary during the term of the Framework Agreement and these figures are estimates only, as precise quantities of likely purchases are unknown.
The primary aim of the Service is to prevent Type 2 diabetes. All aspects of the Service should be delivered by the Provider in accordance with the NDPP outcomes and with the aim of achieving three core aims:
- Support people to achieve a healthy body weight, having appropriate regard to achievement of UK dietary recommendations related to fibre, fruit and vegetables, oily fish, saturated fat, salt and free sugars;
- Achievement of the England Chief Medical Officer's (CMO) physical activity recommendations and a reduction in sedentary behaviour; and
- To maximise completion rates of Service Users, including across groups that share a protected characteristic.
Expected NDPP outcomes
- Reduction in incidence of diabetes among Service Users as a result of the intervention;
-Reduction in weight of Service Users, where they are overweight or obese, and the maintenance of a healthy weight; and
- To reduce blood glucose parameters (HbA1c or Fasting Plasma Glucose (FPG)) in Service Users at 12 months and beyond.
As well as providing a face to face Service, the Specification for the Services requires Bidders to provide a remote digital service, where NHS England exercises its discretion to require a provider to deliver this. Further details are set out in the ITT.

The Services are healthcare services which fall under "social and other specific services" under the Public Contracts Regulations 2015 ("PCR"). NHS England is therefore only bound by the parts of the PCR that specifically apply to social and other specific services. As permitted by the PCR, during this procurement process, NHS England may (and reserves the right to) vary the award procedure for the Framework Agreement which may (but is not limited to) include having negotiation and/or dialogue with Bidders if required, in which case all Bidders would be notified.
Any agreements entered into will be governed by English Law and will be subject to the exclusive jurisdiction of the
English Courts. The Contracting Authority is not liable for any costs, charges or expenses incurred by candidates or tenderers in bidding for this contract opportunity.
