Description

PRIOR INFORMATION NOTICE.

The Chief Constable of Hampshire Constabulary wishes to establish an Agreement for the scrapping, recycling or sale of seized, collision damaged and crime related vehicles, recovered in the two counties of Hampshire and the Isle of Wight.

These end of life vehicle are to be disposed of through licensed Authorised Treatment Facilities (ATF) in accordance with End of Life Vehicle (ELV) Regulations, as per European Regulations Directive 2000/53/EC dated 18th September 2000 (End of Life Regulations).

It is a requirement of the Agreement that every Motor Salvage Operator (as defined in the Scrap Metal Dealers Act 2013 and Scrap Metal Dealers Act 2013 (Commencement and Transitional Provisions) Order 2013 (SI 2013/ 1966)) being used for the scrapping or dismantling of vehicles will be registered and licensed by the local authority within whose areas they have their site.

The proposed agreement will be for a period of twenty four months (24) months with an anticipated commencement date of 1st January 2019.

It is the intention of the Constabulary to obtain the best available financial return on vehicles which the force is disposing of, with the least possible overheads; whilst maintaining an ethical and lawful operation in every respect. Vehicles may be scrapped, dismantled or sold, as assessed appropriate by the contractor, in order that each vehicle may realise its maximum potential value.

An estimate of financial values and annual volumes of vehicles sold or scrapped has been provided here based on historical volumes, final figures will be provided within the ITT documents but will not form any guarantee to the future volumes.

2017 - 2,500 Vehicles

It is expected that this opportunity will be released during August-2018.
