Description

Worcestershire County Council is commissioning an integrated Drug and Alcohol specialist treatment service for young people and adults living in Worcestershire, in partnership with West Mercia Police and Crime Commissioner.

Drug and alcohol misuse have the potential to cause increased risk of harm to individuals, those closest to them and wider society. The primary purpose of the drug and alcohol service is to reduce drug and alcohol related harm and promote recovery. This will be achieved by working together in partnership with service users and stakeholders in the wider health and care system.
Essential to this new service are:

o GP shared care and prescribing for community detoxification and harm reduction
o Access to residential rehabilitation when required
o Pharmacy dispensing coverage across Worcestershire
o Tier 2 and 3 targeted prevention and interventions using a trauma informed approach
o Services for people with associated complex needs including safeguarding, physical and mental health co-occurring conditions
o Protecting families living with children and cross working with social care
o Dedicated service for young people
o Targeted outreach to at risk populations using multi-agency approaches facilitating access to housing and employment
o Alcohol prevention and early intervention service
o Opiate substitution therapy, specialist prescribing and distribution of naloxone
o Needle exchange and Blood Borne Virus screening and treatment in a range of locations across Worcestershire
o Improved engagement and outcomes for those linked into the Criminal Justice (CJ) system.
o Upskilling of peer mentors and volunteers to enhance recovery focussed interventions
o Working in partnership with service users, carers to ensure their views are heard and considered in service design and delivery
o Liaison with acute hospital services including maternity and emergency services
o Joint working with Criminal Justice services to ensure rapid access to treatment for those linked into Criminal Justice system, prison in-reach and seamless transition to treatment following exit.
o Specialist upskilling of wider public health, health and social care workforce
o The Service required is detailed in Appendix 2, Service Specification.

The Contract duration will be for a period of 5 years - 1st April 2020 - 31st March 2025.
