Description

Birmingham City Council (BCC) is seeking applications to apply to join a Dynamic Purchasing System (DPS) for the development of housing on small sites The requirement is for the creation of a DPS for the development of small sites for housing for the Council through its Birmingham Municipal Housing Trust (BMHT) and Forward Homes (FH) new build programme. Started in 2010, 2233 new homes for both rent and sale have been completed and currently 748 are in development. Forward Homes is the sales and development arm of BCC. We are a socially responsible local housing developer and we are committed to providing a diverse range of high quality new homes that are well designed and spacious. Our developments include both small schemes of two or three homes to larger sites with over a hundred homes on sites throughout the city of Birmingham. We build a variety of homes including apartments, bungalows, and family homes. The DPS will be tendered by lots as follows and will reflect the ability of each supplier to satisfy the financial capacity and risk management criteria for the level of contract value, it is bidding for:

Lot No. 1; Indicative No. of Properties** - 2-3 Sites ; Indicative Contract Value - Up to ?600,000
Lot No. 2; Indicative No. of Properties** - 4-8 Sites; Indicative Contract Value - ?500,000 - ?1,600,000
Lot No. 3; Indicative No. of Properties** - 9-15 Sites Indicative Contract Value - ?1,000,000 - ?3m*
** assumptions reflect different types of properties being planned eg. from one bedroom flats to 4/5 bedroom houses

Tenderers may apply for admission for one or more of the lots providing the minimum selection criteria is met for each lot and shall be invited to submit a tender for each specific contract at the time of tendering.

The DPS is available for use by other local authorities and public sector bodies as stated in the OJEU notice. It is anticipated that only local authorities and public sector bodies in the wider West Midlands area will utilise the DPS. It should be noted that there is no obligation for any organisation referenced to use the DPS during its validity period.

BCC will be using its e-tendering system (in-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest.
