This Prior Information Notice is not a call for competition but is an early market engagement exercise to enable Crescent Purchasing Consortium (CPC) to engage with suppliers to better understand the market and explore potential structures and specifications for an Outsourced Human Resource Services and Payroll Framework (not including temporary or permanent staff services) . The framework will service the needs of CPC Members and the wider Public Sector as a whole. The CPC wishes to go to market for a framework and to this end, would like to invite suppliers to engage with it, through its procurement partners NPG Limited, to discuss the nature of the forthcoming framework, its' design, specification and constructs. This notice is seeking suppliers who may wish to engage with us in this regard.

The Outsourced Human Resource Services and Payroll Services Framework will provide CPC Members and organisations throughout the public sector with access to professional human resource services; with the primary market for this framework expected to be schools, academies and multi academy trusts. The exact nature of the specification and the framework Lot structure has yet to be determined and this early market engagement is critical in ensuring an appropriate framework structure and specification is established. The exact volume of business through this framework is unknown at this time and is solely dependent upon the extent to which CPC Members and wider public sector organisations decide to utilise the resulting framework.

The Early Market Engagement is a valuable opportunity for suppliers to find out more about CPC and the needs of its membership, whilst inputting into the design and specification of this important framework.

The CPC is seeking to engage with organisations to understand the market and thus deliver a successful framework for CPC Members and the wider public sector as a whole and therefore suppliers wishing to engage with CPC should email its' procurement partner NPG Limited at info@npg-ltd.com detailing your company name, the name of the person wishing to engage on behalf of your company and their contact details. Thereafter discussions will be held with interested suppliers on an individual basis. Discussions will conclude on 20th July 2018.

The supplier discussions will be used to help shape the framework requirements
