Description
NWL CCG requires a comprehensive Human Resources (HR) service following the restructure of NWL CCG from eight to one CCG and the TUPE of all necessary staff to the current provider, Imperial College Healthcare NHS Trust. The service provided will include the provision of a flexible and customer-focussed HR service to support the CCG in delivering its business agenda. The provider will work with local managers to help provide a motivated, skilled, and high performing workforce and will act as a designated HR lead as well as provide access to a centralised employee services team.
Key services required include:
-Operational HR Management - Provide specialist Employment Relations advice with regards to absence and performance management, disciplinary, grievance and harassment issues, TUPE legislation, Working Time Directive and interim staff;
-Workforce Intelligence - Provide regular reports, workforce information and operational system support;
-Payroll and Pension Service (Note, this is currently provided by an outsourced provider, Equiniti) - Provide an efficient payroll and pensions service that deals with every aspect of pay, pensions and Agenda for Change terms and conditions while ensuring compliance with statutory requirements for HMRC and NHS Pensions;
-Recruitment and Selection - Provide an end-to-end recruitment service including advice and guidance;
-Employee Services - Provide a portfolio of employment policies and procedures that reflect best practice and employment legislation;
-Learning and Development - Design and deliver a L&D programme; and
-Additional Services, including Equality, Diversity & Inclusion.
The CCG currently has a contract in place with Imperial College Healthcare Trust (ICHT) to provide the above services. The term of this contract is 33 months, 1st July 2020 - 31st March 2023 (value: £757,000.00/annum) during which time, the CCG will assess the needs of the service users and consider how (if relevant) it needs to:
-Secure the needs of the people who use the services.
-Improve the quality of the services.
-Improve the efficiency in the provision of the services including through the services being provided in an integrated way.
NWL CCG is considering options for making future arrangements for these services beyond 31st March 2023 which may involve looking to tender the opportunity in the future. Any capable provider may come forward by 4th March 2022 to engage with the CCG.
If it is the case that ICHT is the only provider capable of delivering the services described, then the CCG will look to award a further contract to ICHT for up to 12 months starting on 1st April 2023.
During 2022, it is anticipated that NWL CCG will be succeeded by an Integrated Care Board (ICB). Any future contract and/or procurement opportunity may therefore be in the name of the ICB.
