Herts FullStop (H F S) is the trading arm of Hertfordshire County Council (hereinafter referred to as the 'Council'). H F S provides both Goods and Services to Hertfordshire County Council departments, the education sector, blue light services, the health sector, charities and other Authorities across England with a purchasing turnover in excess of £40 million.

The HFS Catalogue Service manages the purchasing and distribution of circa 17,000 products. The service has an 80,000 square foot warehouse based in Welwyn Garden City, and stocks over 7,300 individual lines. Please see the website www.hertsfullstop.co.uk/

Herts FullStop as the Contracting Authority is leading on the procurement process to establish a Framework Agreement for the supply of Warehouse Packaging (hereinafter referred to as 'Goods') and is seeking a suitably qualified Contractor to supply the Goods under any Agreement resulting from this tendering exercise. A list of the Goods required is given in the Specification (Schedule 1).
You are invited to submit your tender for these Goods.

The Council is committed to becoming carbon neutral for its own operations and zero waste to landfill by 2030.
Herts FullStop's aim is to have all packaging used in its operation to be reusable, recyclable, made from recycled materials or biodegradable by 2025.
The successful contractor will be expected to work with the Council to achieve these aims.

The Goods required under this Framework Agreement have been split into the following Lots:
Lot 1: Plain White Boxes
Lot 2: Bespoke Boxes
Tenderers must bid on every item within a lot in order to be considered for that lot. There is no requirement to bid for each individual lot.
Note to tenderers:

-100% of the materials used to make these boxes must come from sustainable sources (F S C/P E F C Certification or Equivalent). The Council would consider recycled material as sustainable. (This is applicable to virgin material only)
-All boxes must be made with a minimum 50% recycled material
-All boxes must be 100% recyclable (including bespoke boxes)

To be clear: Bespoke boxes - the finished product (including print) must be 100% recyclable

Lot 3 - Other Warehouse Packaging.
Lot 3 will be awarded on a line-by-line basis awarding to a maximum of the top 3 suppliers per line. There is no requirement to bid for every line on lot 3.

The estimated total value of the Framework Agreement is GBP 600,000.00
The Framework Agreement may be awarded for a period of up to Four (4) years
unless terminated in accordance with the provisions of the Framework Agreement.

The requirement is for delivery of the Goods in bulk drops to the Participating Authority's central stores.
