Description

Contract awarded for the Education management System comprising the following modules:A) School Admissions: Processing of applications and offers for school places, including as a minimum: precise distance measurement; bulk school place allocations, ranking and the ability to record applicant's appeals against decisions.

B) Establishment/Setting Data: Maintenance of school information including (but not limited) to: type (i.e. maintained, independent); phase (i.e. nursery, primary, secondary, etc.); addresses; PAN (Published Admissions Number); school staff, term dates and Ofsted results.
C) Data Transfer: The import / export of core student data including (but not limited to): name(s); date of birth, address, unique identifiers, attendance data and exclusion data.

D) Pupil Benefits: Processing of applications relating to mainly Free School Meals (FSM) but also Clothing Grants.

E) SEND (Special Educational Need and Disability): To fully support the legal obligations (as defined in the SEND Code of Practice and Children and Families Act 2014) and processes undertaken by the local authority in the assessment and review of children and young people aged between 0 and 25, with special educational needs and disabilities. This includes those in relation to Education Health and Care Plans.

F) Pupil Attendance: To allow the collection, viewing and reporting of school attendance records.

G) School / LA Governance: To support the local authority with (as a minimum) the recording and maintenance of school governors.

H) Exclusion Data: To enable the recording and reporting of exclusions.

I) Impairment: To facilitate the recording of hearing impairment and visual impairment.

J) Early Years: To support a vast array of early years' related functions including (as a minimum) setting up of childminders; children's centres and general early years' settings; Ofsted results; eligibility checking in conjunction with DfE systems and recording of free entitlement funding (i.e. 30 Hours entitlement; Two Year Old Funding).

K) Web Services:

a. Customer (Front-End) Focus: Web-based services that allow parents/carers/professionals to process applications or securely send information to the local authority such as: Two Year Old Funding; 30 Hours entitlement; school place applications; Free School Meal applications and professional documents (i.e. health reports for statutory processes). These services will need to integrate accordingly to relevant areas, i.e. Early Years'; School Admissions, SEND (including EHCP Needs Assessment etc.)

b. Technical (Back-End) Focus: Subscription and appropriate set up for web services that enable import of online school place applications, core student data, applications for benefits/entitlement etc. This includes appropriate configuration for integration with any necessary external systems such as the DfE's eligibility checking system.
