Description

As part of the UK Government's Levelling Up agenda, Cornwall and Isles of Scilly (CIoS) have been allocated £132m for local investment through the Shared Prosperity Fund (SPF). We will use these funds to invest in Good Growth across CIoS that will make our economy more equal, resilient and prosperous and through this investment we aim to realise the potential of all of CIoS's communities and all our residents.

This money will invest in three priorities: Community and Place; Supporting Local Businesses and People and Skills. The primary goal of the SPF is to build pride in place and increase life chances across the UK by:
a. Boosting productivity, pay, jobs and living standards by growing the private sector
b. Spreading opportunities and improve public services
c. Restoring a sense of community, local pride and belonging
d. Empowering local leaders and communities.
The Community Levelling Up Programme has c. £9.3m grant funding available (capital and revenue) to enable locally based projects to tackle deprivation and level up communities across Cornwall and the Isles of Scilly.

CLUP can invest in the following priorities:
a. The creation or renovation of community buildings that will increase local opportunities, economic activity, and pride in place
b. Work that will improve public spaces and boost local regeneration
c. Projects supporting community engagement in local decision making
d. Proposals that will make community spaces more accessible and sustainable

The requirement of this contract is to carry out a full programme evaluation for the Community Levelling Up Programme (https://www.cornwall.gov.uk/business-trading-and-licences/economic-development/community-levelling-up-programme/). The evaluation will commence as soon as possible to ensure that baseline work can be carried out and ensure oversight and knowledge capture during the delivery phase which will ramp up towards the end of the programme
