Description
The Sussex Coastal Pollution Clean-up & Disposal Service
East Sussex County Council ('ESCC') and West Sussex County Council ('WSCC') acting as the Waste Disposal Authority ('WDA') for their respective areas and each of ESCC and WSCC's named District and Borough Council's acting as Waste Collection Authorities ('WCA') (together 'the Participating Authorities') have the responsibility of providing both Tier 1 & 2 coastal pollution clean-up services.
The objective of this framework ('the Framework') is to appoint a contractor to perform a coastal pollution clean-up role on behalf of the WCAs and a coastal pollution waste disposal service for the WDAs. The successful bidder must have the capability to provide:
o 24 hour emergency spill response (to include oil pollution, inert or hazardous and noxious substances, wood etc);
o Beach masters and clean up spill operatives;
o Sampling and analysis;
o Environmental site investigations;
o Equipment and boom hire;
o Mobile oil / water separators;
o Remediation of contaminated sites;
o Contingency planning;
o Ability to design and facilitate a mobilisation and deployment exercise;
o Access to waste disposal facilities; and
o Pollution Response Training.

For the purposes of this procurement exercise, ESCC will act as the lead authority (the 'Lead Authority').
