Description
NHS Arden & Greater East Midlands Commissioning Support Unit (NHS Arden & GEM CSU) on behalf of NHS England (West Midlands) wishes to commission a new Dental Electronic Referral Management Service (DERMS) to cover the NHS England West Midlands geographical area and is inviting suitably qualified providers to respond to a market assessment questionnaire.
The function of the DERMS is to facilitate the timely allocation of cases referred for specialist dental care to the most appropriate local service and to facilitate the management of local pathways for dental care in line with the national Dental Commissioning Guides. The service would be expected to manage and process referrals and supporting clinical information received from all primary dental care providers across the NHS England West Midlands geographical footprint.
The DERMS will serve to provide 2 main functions:
• There will be an outward-facing service with a central hub to receive, process and (where specified) triage dental referrals for all dental specialities, ensuring referrals are received by the most appropriate clinical service providers in both Secondary and Primary care.
• The service will also need to provide an analysis and reporting function. This would be based on a comprehensive and robust dataset of referral data that will be interrogated to provide regular reports to the commissioner and referring and receiving providers. This will provide intelligence about quality assurance, clinician referral behaviours, and clinical pathway outcomes, to support audit of services and inform future, and current commissioning decisions.
Initially, the service will be expected to process referrals for Orthodontic and Oral Surgery cases but it is anticipated that there will sufficient capacity for the new service to eventually offer the same level of referral access for a full range of specialities which include: Restorative, Special Care Dentistry, Oral Medicine, Paediatrics (as and when Commissioning Guidelines are developed and approved) such that it will become the single point of access to local specialist dental services.
