Description
Brighton & Hove City Council is looking to commission a study that will outline the current and future need for different types of specialist housing and related support for older people in the city. The assessment will provide statistically relevant data and a robust evidence base reviewing the current provision and also indicating the future accommodation requirements for older people. An important element of the assessment will be to seek the views of older people and so gain a better understanding of the housing aspirations of older people and to use this information to better quantify future needs. The study will also review what we already know about older people's housing preferences and will map existing specialist housing across the city. This information is needed to support a number of council service areas including Adult Social Care, Housing, Planning and Public Health services, and can form the basis of local policy making. It is anticipated that this project commences in March 2019, concluding by mid July 2019.
Bidders wishing to bid for this project should provide:
(i) An outline of the intended study methodology, indicating the sources of information to be used, and indicating what data or other inputs will be required from the council.
(ii) A proposed programme and timetable for the study, identifying the key stages of the work, including any meetings with council officers.
(iii) The name and CV of all personnel who will work on the project, indicating their level/position and previous relevant experience.
(iv) A breakdown of the project responsibilities for each individual indicating their input/hours. The submitted bid should also identify a named project manager for the work.
(v) A fixed fee for the work, indicating costs for the main elements of the work to be undertaken, including any assumptions regarding additional costs/expenses.
(vi) The names and addresses of at least two previous clients for whom similar work has been undertaken (to be used as references) and dates when this work was carried out.
The council will evaluate bids received using the criteria and weighting set out below:

The price shall be exclusive of VAT. The price shall be inclusive of all out of pocket expenses, including (without limitation) telecommunication, copying, printing, photography, materials, report preparation and publication, travel, subsistence and accommodation.
