Description
NHS England, Yorkshire and The Humber in conjunction with NHS Barnsley Clinical Commissioning Group wishes to commission an Alternative Provider Medical Services contract, currently delivered at Brierley Medical Practice.
The basic principles of the open procurement route will be forwarded for this procurement to test the capacity, capability and technical competence of Tenderers in accordance with Part B regime of The Public Contracts Regulations 2006 (as amended). Regulation 120 of the Public Contracts Regulations 2015 provides for a temporary exemption for NHS healthcare procurements before 18th April 2016.
NECS is utilising an electronic tendering system to manage this procurement and communicate with potential providers. The aim of the service is to deliver essential, additional and enhanced services to registered patients from a premises located at Brierley.
Brierley is located in the North East Ward in Barnsley.
A former GMS practice, services were previously provided at Brierley Medical Centre and the branch site at Shafton. This contract was terminated in June 2014. Steps were taken to secure interim (emergency) alternative personal medical services by means of a caretaker contract for a period of 12 months commencing on 1st July 2014. Sheffield Health and Social Care NHS Foundation Trust (SHSC) are currently providing services from Brierley Medical Centre through an APMS contract. The branch surgery, Shafton Health Centre closed in July 2015.
This is a small practice of some 3,200 patients that has gone through a period of instability in recent times and despite best endeavours the current provider has been unable to secure a desired consistency in the continuity of clinicians often having an over-reliance on GP locums. This has impacted on the quality of care and experience received by patients of the practice. This was borne out by the findings of a local public and public engagement exercise recently undertaken as part of this procurement process.
Past shortcomings will open up new opportunities for Partners with vision. There are new housing developments taking place within the locality, and the ability to grow the practice list is an added bonus to enhance this investment.
(As a consequence, the challenges facing the new provider, will include a particular focus on the provision of chronic disease management)
Innovators will immediately recognise the benefits to be gained from maximising QOF opportunities. There is also in place a unique, dedicated Barnsley CCG Practice Delivery Agreement which will enhance and drive additional income streams and support new ways of working.
It is expected that the new provider will demonstrate their commitment to Barnsley CCG as a membership organisation and pro actively join their peer members within a local community of GP practices committed to the wider integration agenda and the delivery of the unified primary care at scale offer.
(Despite these challenges this practice represents a good opportunity to develop an existing practice and contribute to the delivery of Barnsley CCG's ambitions to improve health and reduce health inequalities in Barnsley )
