Description

Please note that this is a market engagement exercise and is not a tender exercise.

Cleveland Fire Brigade would like to seek expressions of interest from suitably qualified providers that are capable of providing a HR Information System.

The purpose of the event is to get an advance understanding of the HR Information System software market, suppliers and their solutions.

As part of the engagement event we anticipate Suppliers will provide a brief introduction of their organisation, their clientele, operating markets, but the main part of their presentation should particularly focus on their particular product/solution;
The HR system must provide a cradle to grave HR process covering personnel, time& absence recording and recruitment and must be able to :-

• Accommodate complex shift patterns
• Provide manager and employee access
• Provide self-service functionality
• Incorporate automated reminders for workflow deadlines
• Implement electronic document storage facility
• Data reporting
• Front end interface automatically linked to all supporting information feeds

The solution must be compliant with the guidelines and recommendations defined within ISO/IEC27001 and with the PSN code of connection and the vendor must provide assurance that at no point should client data be replicated to hardware located outside the EU.

There will also be an opportunity to ask any questions you have directly with the Project team.
The information gathered may be used to assist in informing the specification of requirements, scope, structure and nature of the procurement.

The pre-tender market engagement event will be held at Cleveland Fire Brigade, Endeavour House,
Training & Admin Hub, Queens Meadow Business Park, Hartlepool, TS25 5TH on 29th January 2020 commencing at 9.30am at 1 hour intervals, specific dates and times to be confirmed. The closing date to express your interest in attending is 12pm Friday 24th January 2020.

Following the Supplier Consultation day it is anticipated that the ITT will be issued on the Brigade's e-tendering portal In-tend, prospective tenderers should ensure they are registered on the Brigade's e-tending portal In-tend using the following link https://in-tendhost.co.uk/Clevelandfire/aspx/Home where the opportunity will be issued. This opportunity will also be advertised in Contracts Finder https://www.gov.uk/contracts-finder

The overall aim of this expression of interest is to:

1. Allow the supply market visibility of the proposed/future opportunity
2. Cleveland Fire Brigades will use the output of this pre-market engagement activity to determine the next stages and inform a potential procurement exercise.
3. To gauge the level of interest from the supply market of capable providers.

** It should be noted that this is a market testing exercise and does not commit Cleveland Fire Brigade to carry out a procurement process **
