Description

Lancashire Teaching Hospitals NHS Foundation Trust is considering their future provision of Renal Dialysis Services. Renal services are organised and managed on a hub and spoke model with Preston being the hub providing acute and chronic dialysis. The spokes provide satellite Haemodialysis in Chorley, Accrington, Burnley, Blackburn, Blackpool and Kendal. The service also runs outpatient clinics at several sites across East Lancashire, Blackpool, Fylde & Wyre and Morecambe Bay in addition to Central Lancashire.

The current service manages a population of 1.5 million across Lancashire and South Cumbria, with 515 dialysis patients between the hub and satellite units, and approximately 95 patients dialysing at home.
Recognising a strategic opportunity to improve our regional service, the shared vision is to provide a flexible responsive service, with all patients dialysing in a place of their choosing, either at home, or within 30 minutes travel time of their home.

At this stage the Trust would like to invite input from interested parties as they work to develop a comprehensive service specification.

The Trust anticipates publishing a Contract Notice to commence procurement during July 2019. It is expected that a contract will be awarded for 7 years to the appointed provider with the option to extend for up to a further 3 years at their discretion. The expected contract date is anticipated to be November 2019.

The submission of an expression of interest is not a prerequisite to any subsequent procurement application; however the response to this market engagement advert will help to inform the procurement approach, including whether or not a competitive process will be appropriate, i.e. a lack of expressions of interest may be used to evidence the appropriateness to award a contract direct without a competition.
