Description
Rochdale Borough Council are looking to commission a single provider in the development of the Rochdale Change Co-operative initiative, which will initiate a major population based social movement for change. We anticipate that social marketing techniques and other behaviour change techniques will be required to make a significant shift in the conversation between public sector service providers and the public. What we want to achieve is to: • To nurture local communities to become more engaged in the conversation about how individuals and communities can stay healthy and use services responsibly • Foster an assets based approach • Increase awareness of the diminishing availability of services due to reductions in central funding • Promote the appropriate use of services such as GPs, A&E, and Local Authority services. The programme of work will be split into four 'phases' with the distribution of the available resource to these phases agreed with the successful provider during the procurement process. These phases will be 1. Consultation on priorities (initial long list provided by the commissioner upfront) with subsequent partner engagement and agreement. 2. Intervention design and costing according to agreed scale. Scale and reach will depend on the priorities identified in phase one and the type of intervention required 3. Implementation: lead the implementation of the intervention with support from the Public Health team 4. Evaluation: of the impact of the intervention (evaluation tailored to the interventions and priorities selected) A long list of priorities will be agreed with the successful provider at the outset,
