A two-stage procedure, where the first stage is used to select suppliers, who are then invited to bid in the second stage.

This procedure can be used for procurements above the relevant contract value threshold.

This is an accelerated procedure.

Justification

Multiple PQQ errors from suppliers; providing corporate responses where specific case studies were provided, to exceeding page limits with irrelevant information resulting in relevant details not being evaluated.

As a result of there being only one supplier remaining, proceeding to the ITT stage would not provide value for money. Clarifying the existing responses would not be possible due to the fails being a result of clear breaches of the specified requirements.

By providing detailed feedback to those suppliers that failed, and recommencing the procurement, the same suppliers will be able to submit compliant responses to the new exercise, whilst other suppliers will also be able to submit.

To maintain the critical timelines for each project, the PQQ followed the accelerated Restricted procedure, with shortened PQQ and ITT periods, in line with Regulation 28(10). The PQQ period was shortened to 15 days, and the ITT period to 21 days.
