Description
Efficiency East Midlands (EEM) are conducting this tender exercise on behalf of our membership and the membership of Westworks, South East Consortium and Advantage South West and the other Authorised Users of the Framework Agreement concerning all aspects of construction and related materials supply.
Full details are provided within the Tender documentation which can be accessed on-line.
EEM wishes to procure and enter into framework agreements with multiple suppliers for the supply and distribution of a broad range of construction related Materials. The Framework will be tendered and awarded based on the following lots:
Lot 1: Trade Specific Materials
This Lot (and Sub-lots) will be used by Members looking to appoint trade specific Merchants to meet their Materials requirements. Merchants appointed to Lot 1 will support Members through the supply and distribution of Materials which fall in to one of the following Sub-lot categories:
• Sub-lot 1 - Electrical Materials
• Sub-lot 2 - Plumbing and Heating Materials
• Sub-lot 3 - Joinery Materials
• Sub-lot 4 - General Building Materials
Lot 2: Managed Solution
This Lot will be used by Members looking to appoint a primary Merchant to provide a fully managed solution or 'One Stop Shop' type arrangement. It is envisaged that this lot will be used by Members who are looking to partner with a Merchant who can provide a full range of Materials across multiple trades It will encompass the traditional requirements for over the counter collections, deliveries and van stock management but will also involve a range of Service options which will provide Members with the most efficient, cost effective and tailor made solution to meet their requirements.
This Tender should be of interest to builders merchants, plumbing and heating merchants, electrical merchants and wholesalers, and other organisations who can provide some or all of the range of Materials required to maintain and construct domestic, public and commercial properties, and other buildings that are the responsibility of EEM's diverse (principally, public or third sector) organisations.
The core area of work for most Members is within repairs and maintenance of housing stock and various other publicly owned and commercial buildings, and many employ their own operatives with support from external contractors. It is essential that all operatives and contractors have easy access to Materials as locally as possible to complete all the required repairs and maintenance to properties. These Materials need to be available at the right time to provide an efficiency of time for operatives and a first-time fix.
The framework will be restricted to no more than 8 Merchants per Sub-Lot Panel under Lot 1 and no more than 8 Merchants on the Panel for Lot 2. The numbers have been restricted to give all Merchants the best opportunity to secure Contracts during the life of the Framework.

Please note that the higher contract value stated is in relation to the full 4-year framework and takes into consideration the lot structure, length of call of contracts and that the EEM membership and the membership of the other consortia referred to in this Contract Notice (and other Authorised Users of the Framework Agreements) may grow over the framework lifetime.
Where the contract notice states a maximum of Merchants to be appointed to the Framework, this means within each lot and sub-lot. EEM reserves the right to appoint less than the numbers stated.
This framework is being procured by Efficiency East Midlands Ltd (EEM) on behalf of their members and the other organisations described below as being authorised users. The following organisations will be entitled to agree and award contracts under this Framework Agreement as Authorised Users:
1) any existing Member of EEM (and for the avoidance of doubt the 3 partner consortia which for the avoidance of doubt currently includes 3 partner consortia - Westworks, South East Consortium and Advantage South West and South East Consortium). 3) An EEM participant Participant being an organisation which is neither a current or EEM member (as defined at 1 above) nor a future member of EEM (as defined at 2 above)
