This project was ran and award under the Crown Comnmercial Sevices Research Marketplace RM6018 DPS.

Aims and objectives
The aims of this project are to understand two main areas. It is worth noting that whilst we are very keen to understand both of the areas listed below, we are aware that by using a non-random approach to sampling, the estimates of scale of non-compliance will be approximates, however, it will still be valuable to gather this information as it will support the movement of the debate at large around non-compliance.
a) There is a need to understand the level of awareness amongst agency workers regarding their employment rights, and whether they understand the role of the organisations that currently exist that can assist them if they have a problem with the employment business, umbrella company or hirer.

b) Whether agencies workers are experiencing pay or other forms of discrimination and at what scale, and therefore, the detriment they experience as a result.

Essentially, the policy and operational team would like to know more about the risks, scope and scale of detriment that is present with agency workers, if any. The detailed research questions will fall beneath these two areas are listed in the methodology section

Deliverables
The expected key deliverables for this survey are:
• A clean, fully labelled, non-disclosive dataset in SPSS format (with weighting) for use in the Department and for depositing with the UK Data Archive
• A full set of tables with cross breaks in Excel.
• A written report of findings, including a stand-alone executive summary which will be published. We would like the report to be clear and comprehensive, whilst being engaging for the reader (BEIS can provide some examples of what they would expect).
• A brief technical report detailing the survey methodology
