Description

Kent County Council (the Council) is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 305 parish/town councils. The Council is responsible for maintaining over 8700km of carriageways and 6300km of footways across the County. The Council's current Highways Term Maintenance Contract is due to expire on the 31st August 2018 and as part of the Commissioning Cycle, the Authority is keen to understand market conditions before it develops its procurement strategy. During the initial five year term, the average spend of the contract was £45m per annum, but with a challenging forecast in public sector funding, it is highly likely this will be less in the future. The current contract includes (but is not limited to) the following services: Winter Service Provision - i.e. pre-salting of our highway network in accordance with our policy. Drainage Maintenance and Capital Projects - i.e. gully cleansing, drainage investigation and repairs Structures Maintenance - i.e. bridge repairs and construction Patching and Small Resurfacing Services - i.e. pothole repairs and patching of the highway General Maintenance - i.e. kerbing works, slab and brick works, guard railings, signs and reactive hand lining Surface Treatments - i.e., surface dressing, high friction surfacing, micro asphalts and slurry sealing Emergency and out of hours Response - i.e. provision of a 24 /7 /365 emergency highways service to deal with any highway related incidents. Highway Schemes Delivery - i.e. construction of smaller civils and traffic related schemes Signs, lines and barriers Streetlighting routine maintenance, replacement of asset and emergency response (this will be removed from the new contract) Contractors who wish to express an interest must submit a brief overview of works and services they can provide. This is to be no more than three A4 pages (no less than font size 11) detailing their services, experience and past performance, previous clients and demonstrate what they could contribute should they be invited to take part in this market engagement exercise. The Council will use these submissions to select suitable organisations to be invited to the events. Information regarding the exercise will be communicated to the invited organisations including full details of the process. The requested information must be submitted via the Kent Business Portal no later than 12pm (noon) on Thursday 9th March 2017. The Council will inform the selected organisations in preparation for the Market Engagement Events that will take place on the 20th, 21st, 29th and 30th March 2017.
