Description

Following successful pilot trials in three prisons, the Integrated Rehabilitation Partnership (IRP Prison Kitchen) programme is an end to end training, mentoring and employment programme for prisoners. The IRP is a staged approach to catering skill training, qualification accreditation and employment opportunities combined with continuous intervention support, pre and post release which will have a positive impact on people preparing to leave prison and better equip them to find sustained employment within the food industry and reduce the chances of reoffending. HMPPS wish to engage with potential providers regarding transitioning the pilot approach into a major programme which will deliver the programme across a significantly larger number of prisons. Ultimately, dependant on the success of the programme, this may over the next two years involve up to 70 prisons within the prison estate. By engagement with the training and community support sector Ministry of Justice (MOJ) aim to deliver a mutually beneficial contract to deliver tailored NVQ City & Guilds accredited training to prisoners in Food Preparation and Cooking within existing prison kitchens linked to a mentoring support programme to prisoners whilst in custody through to release and sustained employment. The purpose of this advert is to announce this initiative to interested providers within the training and support sector. MOJ wish to explore and test industry appetite for this work through a short-focussed market engagement exercise to further inform our aims, objectives and ambitions. Please note this is part of our market engagement strategy and not a formal tender phase. MOJ is inviting expressions of Interest from organisations interested in delivering an integrated programme which:
Provides catering and hospitality training within Prison kitchen environments; Supports and facilities the successful completion by prisoners of tailored NVQ City & Guilds accredited training to prisoners in Food Preparation and Cooking; Identifies, supports and mentors prisoner placements at external organisations; a mentoring support programme to prisoners whilst in custody and on release back into the community.
MOJ will be holding a market engagement event which will be held on Thursday 29th November 2018 from 9.30-3.30pm and the event will provide prospective tenderers the opportunity to raise questions on the proposed requirements and to input into the development of the service. Places at the event are limited and will be restricted to two people per organisation to ensure a wide range of views are heard and booking a place at the event must be received by 12 noon on Friday 23rd November 2018 at the latest.
