Description

Lincolnshire County Council is redesigning its IT service model for the future and is seeking to engage a Strategic Technology Partner, that has the right blend of core and specialist skills, knowledge and experience to manage its IT services and support the Council in delivering its strategic objectives.\r
\r
It is anticipated the IT Services contract will broadly cover the following core services:\r
\r
• User Support services\r
• Modern Workplace Services / End User Computing\r
• Telephony\r
• Service Management including processes and tools\r
• Cyber-security\r
• Applications and Software Asset Management\r
• Hosting Services (on-premise and Cloud-based)\r
• Lifecycle Management\r
• Business Continuity and Disaster Recovery\r
• Network Services (LAN)\r
• Professional Services\r

The Strategic Technology Partner will be required to run our IT services in a modern and efficient way with a strong focus on user experience and continual improvement. The Council expects to work in partnership with the new supplier to help drive strategic change across the Council through the implementation of technology-based solutions that will enable it to operate more efficiently and provide a great experience for its staff and the residents of Lincolnshire.\r

This opportunity will be run as a Competitive Procedure with Negotiation in accordance of the requirements of section 29 of the Public Contracts Regulations 2015\r
\r
The Council envisages the contract will commence on the 01 June 2025 and will be for an initial term of 6 years and 10 months with options to extend for up to two (2) further periods of two (2) years for a total potential contract term of 10 years and 10 months.\r
The indicative maximum total contract value is £193 million excluding VAT.\r
\r
The managed services element is estimated to be a maximum of £140 million excluding VAT.\r
The contract will include options for additional projects related to transformation, optimisation and modernisation which are anticipated to be a maximum estimated value of £53 million excluding VAT.\r
\r
The transformation, optimisation and modernisation projects are not guaranteed and will be subject to funding approval. \r
The additional projects are not exclusive to this Strategic Technology Partner Services contract and the Council reserve the right to procure such future projects outside of this contract.\r
\r
The indicative contract values set out in this document are estimated figures and may be subject to increase or decrease.\r
\r
