Description
The Combined Authority are seeking to provide a bundle of services and products to 'Trial Hosts', the organisations selected to partake in the trials and to 'Nominated Riders', the individuals who have been identified to ride the e-cargo bikes during the trials (which will be a minimum 12 months). Well-maintained bikes will be key to ensuring that the trials can be undertaken safely and efficiently.
The intention is for the e-cargo bikes to be used regularly each day in accordance with the trial conditions which will be agreed between the Combined Authority and the Trial Hosts. Basic maintenance training will be provided to Nominated Riders to reduce the inevitable impact of wear and tear and to ensure the e-cargo bikes are kept in operational condition throughout the trial. The chosen supplier would be expected to work with the Combined Authority and the Trial Hosts throughout the trials (Spring 2022 - Spring 2023) to programme in scheduled servicing requirements and to respond to emergency 'call out' requirements. Suppliers will need to consider a number of requirements as described in the following section.
The Combined Authority require each e-cargo bike purchased for the trials to have a scheduled servicing plan throughout the trial duration to replace parts as required and to perform any preventative maintenance. There is also an identified need to provide additional, demand responsive services throughout the trials in the event of any emergencies and issues that may arise. These safeguards are key to mitigating safety and operational risks and protecting the integrity and continuation of the trials.
The exact number of bikes being procured will be confirmed through discussions with the Trial Hosts subject to their requirements. For each lot in the procurement of the bikes, a range of quantities is provided. For the purposes of costing, we ask that a unit price is given, as well as the details of any savings made possible through the acquisition of multiple bikes. It is possible that one or more of the advertised lots in this specification may no longer be required, subject to discussions with Trial Hosts and the Combined Authority reserves the right to purchase the amount required only.
The Combined Authority would like to commence trials by the 1st June. We are aware of significant supply chain delays in the bicycle industry and would like to understand approximate lead times in your response to this specification. Suppliers who can deliver bikes in time for trial commencement will receive extra credit.
The 4 separate lots for the bikes covering different chassis styles and price brackets are as follows:
LOT 1 E-cargo bike (<£7,000, at least 50kg payload)
LOT 2 E-cargo bike (<£9,000, at least 100kg payload)
LOT 3 E-cargo trike (<£8,000, at least 80kg payload)
LOT 4 E-cargo quad (£12,500, at least 120kg payload)
