Description

Birmingham City Council requires a supplier for the provision of a feasibility study and options appraisal on bringing social investment to Birmingham's Private Rented Sector (PRS) in order to increase the supply of available low-cost rental homes. For the purposes of this feasibility the Council defines low-cost as dwellings with rental levels within the Local Housing Allowance (LHA) limits for the Broad Market Area.

The intention is to evaluate the potential viability of various delivery vehicles.

Background information

Not-withstanding the challenges the Council is seeking to increase access to low-cost private sector homes. The Council is seeking to do this through the creation of a social investment, or similar - organisation that will develop new ways of bringing a previously unused supply of private sector homes to the rental market

Birmingham City Council seek to develop a portfolio of leased private sector properties which will be subsequently rented to those in housing need at rent levels no higher than the Local Housing Allowance Limits.

A feasibility study and options appraisal will test the viability and assess future options.

The maximum budget available for this commission is £30,000.
