Description

Be First is a pioneering urban regeneration company wholly owned by Barking and Dagenham Council, but operating independently. The Council on behalf of Be First will be procuring Works Contracts for the Design and Installation of a new boiler, CHP Plant and Auxiliary Equipment. It is planned that the Works will commence in late 2021.
Scope of Works for this Works Contract

The Gascoigne East Energy Centre (GEEC) is an existing Energy Centre located at ground floor level in residential block B1 of the Gascoigne East Phase 1 development.
The Energy Centre currently serves 5No existing residential blocks, via a District Heating (DH) Network. Some plants and equipment have been installed within the GEEC as part of the Phase 1 works.
This Works Contract (Phase 2) shall include, but not be limited to, the following works elements that shall be described in detail in the Specification to be provided with the ITT.

At present, a number of the existing heat substations (installed by others as part of the Phase 1 Works) experience poor secondary side temperature control and high primary side return temperatures when operating at low loads. The Scope of Works of this Contract (Phase 2) shall also cover modifications to the existing heat substations as required to improve the part load performance. The Contractor shall be responsible for carrying out tests to determine the cause of the poor part load performance, including fine tuning of the control valve control loop as well as modifications to the permanent physical installation should the fine tuning of the control logic not be sufficient to improve performance.
