Cornwall Council is conducting a soft market assessment to gain an understanding of the potential level of interest within the private sector to provide Cornwall Council's Adult Social Care directorate with services and/or products to ensure our policies and procedures:

• respond to changes in national legislation
• are clear and accessible for our staff
• meet our local needs
• support the delivery of safe and effective services

Participation of this soft market assessment will not prejudice suppliers participating in any future procurement.

Cornwall Council's Adult Social Care Directorate is here to support vulnerable adults to shape the lives they want to lead; independent, safe, at home and in their communities.

We promote effective social work practice, social care and occupational therapy to support independence and to put in place high quality care and support that meets the needs of older, disabled and vulnerable people. This includes, adults with dementia, learning disabilities, mental health problems, physical and/or sensory impairments and adults who are on the autistic spectrum.

We lead on the strategic commissioning of Adult Social Care provision in Cornwall; engaging with service users, their families and carers to ensure the right services are put in place. We work closely with partners and providers across the NHS, private, voluntary and independent sectors to coordinate and improve the Adult Social Care experience in Cornwall, including integrating community led and Council led services.

Underpinning these services are a suite of policies and procedures, which are critical to the success and safety of the services we deliver. The Council is exploring whether there are private sector organisations which could potentially provide Cornwall Council's Adult Social Care directorate with services and/or products to ensure our policies and procedures are:

• Up to date and responsive to changes in national legislation and case law, reducing the risk of challenges, complaints and
legal review
• Clear and accessible, creating a culture of autonomy
• Embedded in local effective decision-making and governance
