Description
The Cromer Road Primary School is a 2 Form Entry (2FE) mixed primary school. The school is situated in New Barnet, London Borough of Barnet and the site is accessed via Cromer Road.
The school has 420 pupils on roll from Reception through to Year 6; aged between 4 - 11 years. The intention of this project is to provide a single new build block for replacement of the modular blocks EFAB, EFAE and EFAH, which are to be demolished due to now being beyond their design life. Furthermore, block EFAF is to receive a medium refurbishment after completion of the new build block.
The school's pre-fabricated modular blocks provide 603m2 gross area and are founded on brick/block pillars directly on the earth with poor drainage. Overall the internal, external and thermal elements are poor. The blocks are beyond economic repair and a new build replacement block is required to accommodate classrooms, staff rooms, storage rooms, toilets, and a library.
The school is to remain open for the duration of the works. A partial completion and handover on 24-10-2018 is considered essential for the school to meet its education commitments.
This will be a JCT Design & Build Contract using the JCT DB11 with Schedule of Amendments with a Pre-Construction Services Agreement (PCSA) adopted. The contractor will be responsible for all aspects of design to progress the Control Option and associated Planning and Building Control Approvals and the subsequent construction.
A Pre-Qualification assessment is part of the assessment and will done via a Pass/Fail Criteria.

The invitation documents will be posted on the AWARD portal on 26-04-2017, interested parties will be contacted to access this portal. Completed submissions are to be uploaded on the AWARD portal by the deadline of 31-05-2017.
The selection criteria will be based on Qualitative Assessment which provides 60% of the total score; this will focus on the clear demonstration of suitable understanding and experience in the development and delivery of education projects of a similar size and complexity, proven track record of providing PCSA services and the proposed delivery methodology. The Quantitative Assessment provides 40% of the total score.
Both the Qualitative and Quantitative elements will not be evaluated unless all Pre-Qualification questions have received a Pass.
